The ORBIS project, coordinated by Francesca Rizzo from Polimi Design Department and co-coordinated by Grazia Concilio from Polimi DASTU, has launched a large-scale European dialogue through its digital platforms to engage thousands of people in a shared reflection on a question that is more urgent than ever: What makes us feel safe today?

The project opens a collective dialogue to hear from people across different regions, backgrounds, and experiences in Europe. Whether safety means peace, financial stability, clean air, or simply feeling at ease in one’s neighbourhood, the activity seeks to understand what makes people feel secure, what causes concern, and what changes are needed.


The goal of the activity is to provide European decision-makers with a clearer picture of what people actually care about when it comes to security, in order to influence the prioritisation of contemporary policies.


The deliberative process exploits ORBIS technologies and draws on expertise in managing deliberative sessions and public engagement.


The process begins with a broad call for contributions through the Polis Orbis digital platform, continues with an in-depth discussion on the BCause platform, evaluates results using ORBIS AI-boosted tools, identifies the most relevant proposals through voting, and amplifies the outcomes through a co-design activity managed with Democratic Reflection.

15 – 25 September, Quick Survey on Polis Orbis
Share your views in a short, interactive survey — anonymous and mobile-friendly. As you participate, you’ll see how others are responding too. What makes you feel secure? What worries you? What needs to change?

6 – 16 October, Deeper Dialogue on BCause
We’ll go deeper together. Insights from the survey will guide online dialogues hosted on BCause, a desktop platform for thoughtful deliberation. This is where diverse perspectives meet and reflect.

25 – 28 October, Final Voting on Polis Orbis
Key ideas from the dialogue will return to Polis Orbis for help prioritising the proposals that matter most!

31 October at 11:00 CET, Final Event and Live Feedback via Democratic Reflections
This final step brings closure to the dialogue and opens the door to concrete influence on future policies. The outcomes will be presented during an online event: this is your chance to see how your voice contributed and to offer one last round of input.

This initiative is part of the ORBIS Horizon Europe Project dedicated to strengthening deliberative democracy at scale.
