The IFe Civic Lab, in collaboration with Municipality 9 of the City of Milan and Politecnico di Milano, is launching an experimental deliberative democracy initiative as part of ORBIS HE. From January to June 2025, the project will focus on neighbourhood transformation through discussion sessions and co-design workshops on public space. Join us on January 21st for the event kickoff.

More about the initative

The project takes the form of a deliberative democracy process focused on public space transformation in Municipality 9. It promotes hybrid, digital and in-person mediated interaction and introduces new tools to enable shared urban transformation. The IFe Civic Lab originates from activating local associations, citizens, and universities, and fostering participatory processes linked to territorial transformations. The research activity is piloted by the Competence Center on Territorial Fragilities (CRAFT) at the Politecnico di Milano, and will take place in three phases.

The first, is a call to action, where input will be gathered and discussions will be initiated on neighbourhood change, engaging a wide range of active stakeholders and citizens (Mapped Dialogues, January–February). Following from this, the results will form the basis of co-design workshops in the neighbourhoods of the municipality, with outcomes shaping projects for the regeneration of public space (Focus Groups, March–April). Finally, the insights from this process will inform the drafting of the Local Urban Plan for Sustainable Mobility and guidelines for public space, in coordination with other administrative actions in Municipality 9.

This experimental and research-oriented initiative employs a deliberative methodology with dedicated technologies. It aims to enable citizen participation and the development of innovative decision-making processes and urban planning tools.
