DIGISER project analyzed the transformation of the public sector and its service provision through digital innovation while taking into consideration the diversity of the European territory in terms of socio-economic, cultural, and environmental endowments in different cities, municipalities, and regions.
The project has collected and analyzed extensive data across European local public authorities through:
- the DIGISER survey, that collected primary data on the spread of digital innovation in European public authorities,
- case study interviews and data processing exercise underpinning a deep-dive analysis of ten European cities,
- Advisory Group sessions, and
- a literature review on the topic.
The research provides evidence and recommendations on how processes related to harnessing digital innovation in the transformation of governance and public service delivery in cities across Europe to generate public value, increase openness, citizen participation and common ownership, and bring the economic and social growth benefits of this transformation to all local communities.
The main focus here lies on the changing nature of governance structure and processes, ways of working, the role of data, standards and platforms, multilevel governance, and networking to increase digital innovation and deliver a holistic digital public sector.
CALL’s team has been in charge of the scientific supervision of the project as well as of the preparation of the DIGISER survey, and of the tasks related to data processing and interpretation.
